Consumers assume the position!!
One of the most natural rules of the economy is when the cost of a product goes up the increase is passed to the consumers. No matter how evil refineries are made out to be; automobiles are useless without gas. The rich will not get poorer because of the tax. The poor already pay more of their income for gasoline than the rich do, and increasing the per gallon tax will increase the cost of living for the poor, most people don’t have an option to walk to work. Government studies have already shown that having reliable transportation is better than having a high school diploma in somebodies ability to get good employment.
